Seniors' Apartments
Eligibility Criteria


The seniors' apartment accommodation provided by the Leduc Foundation has the following eligibility Criteria.

Core Housing Need Citizenship Residency
Age Underage Applicants Functional Independence
  Suitability   

 

Core Housing Need
A household is in core housing need if:

  • it is unable to acquire or maintain adequate or suitable accommodation without paying more than 30% of its total annual income for accommodation, and
  • it has a total annual income below the core need income threshold (CNIT) for the municipality where the social housing accommodation applied for is located and for which the household is making application

Citizenship
To be eligible for self-contained accommodation, a household  must:

  • be Canadian citizen;
  • have landed immigrant status; or
  • have residency equal to that required for Canadian citizenship.

If there is any doubt as to citizenship, proof will be required.

Residency
One or more individuals of a household must have lived within the geographical boundary of Leduc County for at least one year immediately prior to making application; or one or more individuals of a household must have lived within the geographical boundary of Leduc County for any previous ten years of their life.

The Executive Director may waive the residency requirement:

  • if there is a vacancy, and no other eligible applicants meeting the residency requirement are on the waiting list for that accommodation; and
  • the household meets all other basic eligibility criteria, and the household is a Canadian citizen

Age
A senior citizen household must have one or more individuals sixty-five (65) years of age or over.

Underage Applicants
In the case where there are on-going vacancies  (greater than three (3) months), consideration will be given to an individual, or couple (both), fifty (50) years of age and over, who exhibit characteristics normally attributable to seniors sixty-five  (65) years and older.  Approval as an under age applicant is subject to section 6(4) of the Housing Accommodation Tenancies regulation of the Alberta Housing Act 1994.  This section states  that:

" Where the management body determines that
(a)    a household that has applied for  housing  accommodation is eligible for housing accommodation that has been provided to another person under  subsection (2), and
(b) the housing accommodation is suitable and adequate for the household, the management body may terminate the tenancy of the other person and provide the housing accommodation to the household in accordance with the Social Housing Accommodation Regulation.
An underage applicant may be given two (2) months notice to terminate the tenancy when this section is applied."

Functional Independence
A household must be functionally independent (mentally, physically, and emotionally self-sufficient), with or without the assistance of community based services.
A medical must be completed by a doctor to document a household’s ability to provide for his/her own needs.

Suitability
If there exists a high probability that a household has a significant social problem(s) that could disrupt the peaceful enjoyment of other tenants, it may be found unsuitable.
